What will happen at the Parish Council and Highways consultations?

The village consultations will take place at Gardiner Memorial Hall, Mandeville and the Jubilee Reading room. Addresses can be found here  for Mandeville and Gardiner Memorial Hall. 

Parish Councillors will be available to meet you and discuss the options that need to be considered, the research they have done and the process. You are equally welcome to just come and browse the information, including large versions of the maps shown below.

What are the options?

  1. Partial 20mph limit with most of the main roads and selected parts of the village remaining at 30mph - Option 1
  2. An extensive 20mph limit, but with the main roads mostly remaining at 30mph – Option 2
  3. No change

 

By clicking on Option 1 or 2 above you can see more detailed maps. We appreciate these are hard to review on a phone, desktop or laptop so have large scale hard copies at the consultations.

Cambridgeshire County Council Highways recommends having a scheme where it is clear you are entering a 20 mph area, rather than having a road which is 20 mph, then 30 mph and then 20 mph. This works better and minimises any potential for confusion.

It is important to note that the proposals have come from Highways, not from Burwell Parish Council. This means we can be confident that both proposed schemes would comply with the relevant safety and highway engineering regulations.
 

 

IMPORTANT - HOW TO VOTE

We will be asking attendees to fill out forms available at these consultations to indicate their preference for Option 1, Option 2 or no change to the speed limit. 

  1. Consultation responses should be made using the forms that are available at each information session. Only fully completed forms placed in the ballot boxes will be accepted.
  2. If you are unable to attend any of the sessions, the forms and maps are also available at the Jubilee Reading Room, if you cannot attend due to mobility issues please contact the office.
  3. The Parish Council will assess all the completed response forms and report on the results. Please note that other forms of response, for example by email or letter, will be read but will not be included in the summary of results.
  4. Response forms will only be accepted from Burwell residents.

 

What happens at the Highways Consultation?

If Option 1 or Option 2 is put forward to the Highways team (we can only submit one option), Highways will then put a Speed Limit Order (SLO) in place. An SLO is a statutory requirement for the County Council to publish a notice of intention to inform interested parties. This process invites the public to formally comment on the proposals in writing within a minimum 21-day notice period. There is also a requirement to consult with certain organisations, such as Police, Fire and Road Haulage Association. A notice is published in a newspaper circulating in the local area and notices/additional information are uploaded to the Council’s website. Burwell Parish Council will also publicise this consultation.

You will have the opportunity to choose if you wholly support, partially support, are neutral, partially object or wholly object. You can also submit comments. This would all go directly to Highways (in addition to the feedback gathered from the Burwell Parish Council Consultations).

If there were any objections Highways would look to review the scheme under delegated decision. This will be a meeting between Cambridge County Council’s Traffic Manager and our local member Cllr Schumann to determine the validity of the received objections and thus determine whether the proposals can be implemented, as advertised or in an amended capacity.

N.B. It should be noted that any proposed scheme has to comply with all Traffic Regulations, Requirements, and appropriate legislation. This may affect where and how any proposed scheme can be implemented. Cambridge County Council Highways 20 mph schemes will conform to all required rules, regulations, and legislation.
